EPD-Net Stakeholder Meeting Brought Together Over 120 Participants to Shape the Future of Ecological Planning

Held on 11 March 2026 at 13:30 Brussels time and 15:30 Türkiye time, the EPD-Net Stakeholder Meeting brought together more than 120 participants from academia, municipalities, and international institutions to reflect on the project’s first-year achievements and discuss the future of ecological planning for disaster-resilient cities. The meeting focused on the lessons learned from the 2023 Türkiye–Syria earthquakes as well as the growing climate-related risks affecting cities across Europe. Discussions highlighted how nature-based solutions, interdisciplinary education, practice-oriented knowledge production, and collaborative learning can transform the way we plan, design, and rebuild our cities. The origins of the EPD-Net project are deeply rooted in the devastating earthquakes that struck Türkiye in February 2023, affecting 11 provinces and causing immense destruction. The severe impact on Antakya (Hatay), the hometown of project coordinator Dr. Alper Çabuk, gave the initiative a strong personal and humanitarian dimension, shaping it not only as an academic project but also as a response to an urgent need for change. At the same time, recent disasters across Europe — including destructive floods in Germany, Belgium, Greece, Bulgaria, and Türkiye, severe storms, and wildfires in Southern Europe — have made it increasingly clear that disasters are not confined to one geography. These events have revealed a shared reality: cities have too often been planned against nature rather than in harmony with it, with devastating consequences for both people and the built environment. EPD-Net emerged from the determination to transform this collective grief into action, focusing on the three major disaster types affecting Europe most: earthquakes, floods, and storms. At the heart of the project lies the recognition that the key challenge is not a lack of ideas in ecological planning, but the persistent gap between theory and implementation. In response, EPD-Net aims to strengthen the practical application of ecological spatial planning and design in the creation of disaster-resilient cities and communities, while also increasing professional capacity and employment opportunities in this field. Rather than addressing only post-disaster destruction, the project promotes preventive approaches that help build sustainable, adaptive, and locally responsive environments before disasters occur. To support this vision, the project is developing EPD Assist, an intelligent training module that integrates digital competencies such as GIS, remote sensing, artificial intelligence, and virtual reality. Designed to move beyond conventional theoretical education, the platform offers multilingual and personalised learning pathways tailored to different participant profiles. In parallel, EPD-Net is creating a comprehensive curriculum for architects, engineers, planners, and designers, covering 14 main themes and more than 180 course topics, built around case studies, studio-based learning, and scenario-driven training. One of the project’s most distinctive features is its adaptation of the ECHO model — originally developed for the healthcare sector — to the field of ecological planning. Through this model, EPD-Net is building a long-term, multi-stakeholder network in which academics, municipalities, civil society organisations, international institutions, and professionals can come together on a shared platform of exchange and learning. In this way, knowledge is not transferred in only one direction, but co-created and continuously expanded through dialogue and collaboration. By bringing diverse actors together, EPD-Net is helping to build a network where everyone teaches and everyone learns — contributing to safer, more resilient, and more nature-compatible urban futures.

As of March 1, 2025, the EPD-Net project has officially begun! EPD-Net is an international initiative that aims to develop innovative solutions in disaster management and sustainable urban planning. Funded under the Erasmus+ Program, the project focuses on ecological planning and design (EPD) approaches to create disaster-resilient and sustainable cities. Project Scope and Objectives The EPD-Net project brings together academia, public institutions, private sector, and NGOs to develop an AI-based adaptive smart training module for disaster management. The project’s key objectives include: ✅ Enhancing the role of ecological planning and design in disaster management ✅ Developing a smart training module integrating green, digital, and resilience skills ✅ Training a qualified workforce for physical planning and disaster management ✅ Strengthening international academic collaboration and knowledge exchange ✅ Encouraging the use of deep tech solutions in disaster management As part of the initiative, an AI-powered Learning Management System (LMS) and smart evaluation systems will be implemented, ensuring that professionals gain expertise in ecological planning and disaster resilience. Netcad Joins the EPD-Net Project for Disaster Management and Sustainable Urban Development

Turkey's leading spatial digitalization company, Netcad Software, has joined the “Ecological Planning and Design for Disaster Management – EPD-Net” project, an EU-funded initiative aimed at integrating ecological planning and disaster resilience to build sustainable and resilient cities.
Coordinated by Prof. Dr. Alper Çabuk from Eskişehir Technical University, the project brings together 19 partners from 8 different countries and will run for 36 months with a €1.5 million budget.
Strengthening Disaster Preparedness and Response Capacity
EPD-Net aims to raise awareness and build capacity to mitigate the impact of large-scale disasters, such as the Kahramanmaraş-centered earthquakes of 2023. The project focuses on reducing disaster-related losses and enhancing crisis response efficiency through an AI-driven training module and collaborative network.
Netcad’s Key Contributions to EPD-Net
With its expertise in Geographic Information Systems (GIS), 3D visualization, and artificial intelligence, Netcad will play a strategic role in:
✅ Developing AI-based training modules to support disaster management education
✅ Conducting pilot tests for innovative solutions in disaster preparedness
✅ Establishing sustainable business models for long-term impact
✅ Providing GIS-driven simulations and data visualization tools to support real-time disaster response and ecological planning
